For more than thirty years, Rachel has fought for the rights of children, aggressively advocated for young people, and developed and implemented education policy and procedures to protect and support children’s and families’ access to education and educational supports in public schools and juvenile justice settings.
Rachel has both a law degree and a Master in Social Work and Social Policy degree. This background gives her a unique perspective in lifting the voices of marginalized young people. She is prepared to defend cases in the courtroom as well as with child welfare and juvenile services authorities.
Rachel has extensive experience handling issues involving school discipline, youth gender rights, homeless education law, and large urban school district practices. She is a passionate advocate for children. Prior to joining the Education practice at Kimberly Caputo Education Law, Rachel spent nearly 20 years representing a large urban Pennsylvania school district holding leadership and administrator level positions and, prior to that, she handled matters involving school age students at the Defender Association of Philadelphia.
Rachel is here to listen and to help parents and caregivers effectively navigate the education system for their learners.
